Maevet tipped me off to it - it's called Auto-Track.
Basically, if it notices that you have Improved Tracking, every time you target a hostile target, you start tracking it.
It's AMAZING! No longer am I missing my 5% tracking bonus when I'm raiding!
Though if anyone knows a lightweight, unobtrusive DoT timer, I'd appreciate it.

The add-on does the same thing and isn't written by an abrasive asshole, so I'll pass.
