It's really just a vocal minority, and it's really only bad in Shattrath. In the non-Sanctuary cities, you most definitely can (and most people do) fight back against the zombies.
I was on a zombie busting squad in Stormwind yesterday, it was badass.
I hole my self up in a tower and pick them off with frost traps guarding my door, I've been preparing for this day for a long time.
